Explore New Paths Of The Government Reform Of China's Natural Gas Industry

At present, energy structure mainly dominated by coal and oil in China has caused serious air pollution, and emissions of sulfur dioxide and carbon dioxide are very high in the world. However, our country flows with natural resources, especially, natural gas resource as a clean and efficient green energy, we should make full use of it in order to promote energy structure to be changed to natural gas oriented so as to alleviate current tension in energy and ensure our national economy develops stably and healthily. As one of the most potential energy for use, natural gas is playing an increasingly important role in the development of national economy. Its regulatory issues will directly affect distribution efficiency of natural gas resources. Based on the researches and studies on related fields at home and abroad, this paper respectively analyze the status quo and problems in the government regulation on natural gas industry. Aiming at those problems, some practical and workable suggestions on the new path to reform government regulation on natural gas industry are proposed by learning from mature experiences in the United States and the United Kingdom. In addition to introduction and conclusion, this paper is mainly divided into four parts:Part One, exploring the related concepts of government regulation and related theories. By analyzing the connotation of the related concepts and theories, the theory basis of government regulation on natural gas industry is illustrated.Part Two, analyzing the background of government regulation on natural gas industry and practices in the foreign countries. Mainly taking the United States and the United Kingdom as examples, experiences at abroad are summarized.Part Three, analyzing the status quo and problems in the government regulation on natural gas industry. By analyzing its status quo, existing problems are summarized.Part Four, Proposing the new path to reform government regulation on natural gas industry. Namely, to relax the economic regulation; to strengthen the social regulation and to perfect administrative regulations on the natural gas industry.As the rapid development of the economy, the development of natural gas industry in China has entered into a rapid development period. However, the regulation ways implemented by the government to natural gas industry can not meet the requirement in this new period. In order to speed up the natural gas industry to be developed healthily and rapidly, it is significant to explore the new path to reform the government regulation on natural gas industry, based on the government principle. It is hoped that workable suggestions proposed in this paper can be referred in the practices of reform on government regulation on natural gas industry in China.
