Natural monopoly industry and its government regulation are one of the most heatedly discussed topics in the field of Industrial Economics, and meanwhile have already become a hot topic in the reform of China's market economy system. Civil aviation transportation, to a certain degree, is generally regarded as a natural monopoly industry. Since 1978 China's civil aviation transportation began to reform its government regulation system, and underwent a series of processes such as from administration monopoly operation to market competition. But as a whole, because the reform of China's civil aviation transportation was carried out based on the principle of the original administration monopoly operation system, and China has now joined in the WTO, the reform of this industry to market competition still has a long way to go.This thesis was done according to theories and practice, that is, summarizing the related previous study results. Firstly, it stated the reasons of government regulation from the perspective of regulation economic theories, and reviewed the literature of regulation theories and methods, thus getting an analytical basis for the whole thesis. Secondly, it gave examples of some developed countries' government regulation on civil aviation transportation, such as, America and Japan, etc., and concluded some advanced notions that China can learn from.Thirdly, the thesis summarized the historical processes of government regulation on China' civil aviation transportation, analyzed the underlying problems existing in this industry, and finally concluded that in spite of more than 20 years' reform on government regulation system, it still has many problems in regard to subject, content and object of government regulation, which mainly included the following three aspects: (1) the illegibility of regulation function and default of regulation structure; (2) lack of anti-monopoly; (3) the prominence of administrative monopoly.
