Comrade Jiang Zemin's "three Rural" Thought

Against the difficult problems of"agriculture, rural areas and peasants", presented in the late1980s to the beginning of the 21st century, based on the succeeding of the predecessor's experiences, comrade Jiang Zemin, as the third generation core of leadership of the Communist Party of China (CPC), proposed many thoughts which were beneficial for the development of agriculture, the increase of farmers'income, the stability of countryside. Also a set of theoretical system with Chinese characteristics about"agriculture, rural areas and peasants"was formed during the practices, which provided the theoretical foundation for the development and solving of these problems. Studying in time and accurately grasping these thoughts had direct guiding significance for us to understand thoroughly the scientific concept of development,to finish the historic missions, i. e. developing modern agriculture, building socialism new countryside, and pushing forward urban and rural economic and social development integration for the new century.This article started with the formation and the proposed process of Jiang Zemin's thoughts about"agriculture, rural areas and peasants". Which has enumerated Jiang Zemin's important speech from 1989 to 2002 during his inspecting, forum activity and meeting. Then combed the process and the stage which its thought evolved, and pointed out the characteristic of each stage.In the second part, this article has mainly discussed the theory origin and the practice foundation of Jiang Zemin's thoughts about problems of"agriculture, rural areas and peasants". From Marx, Engels, Lenin to Mao Zedong, Deng Xiaoping had thoroughly conducted research to this question. Their thoughts provided the direction for the solving of problems of"agriculture, rural areas and peasants"in socialist China, and had also become the theoretical foundation for the formation of Jiang Zemin's thoughts about these problems. The practical basis of Jiang Zemin's thoughts about these problems was mainly the agriculture of China, the development conditions of rural economy and the present situation of farmers'surviving in the late1980s to the beginning of the 21st century, especially, the new conditions and problems unceasingly presenting during the development of"agriculture, rural areas and peasants", such as, the difficultly of grain selling, the burden of farmers increasing, the slowly increasing of farmers'income, which had direct impact to the formation and development of Jiang Zemin's thought about the problems of"agriculture, rural areas and peasants".In the third part, this article mainly analyzed and discussed the main contents of Jiang Zemin's thoughts about the issues of"agriculture, rural areas and peasants". Which is very abundant, we summarized it into four parts: discussing the status and importance of the problems of"agriculture, rural areas and peasants"; the guiding principle of solving these problems; the methods of solving these problems; establishing the cross-century goal of agriculture and rural development.In the forth part, we mainly discussed the significance of theory and practice of Jiang Zemin's thoughts about the problems of"agriculture, rural areas and peasants". In theory, these thoughts are a part of the theory of"three represents", a scientific summary of thoughts about these problems of"agriculture, rural areas and peasants"since the opening reform of CPC in our country. Which proposed many new opinions, judgment, and thoughts, then developed a theory with Chinese characteristics about"agriculture, rural areas and peasants", also become the basis of new leadership group's thoughts about the theory of"agriculture, rural areas and peasants". In practice, Jiang Zemin's thoughts about"agriculture, rural areas and peasants"have direct guidance for the firmly grasping the working of"agriculture, rural areas and peasants"at present, increasing the basis of agriculture, advancing the reform and development of countryside from all trends, insisting on the opinion of people-oriented.The mainly innovation of this article is, by the analysis of Jiang Zemin's thoughts about"agriculture, rural areas and peasants"from many angles and all trends, exhuming the spirit quiddity of these thoughts, clearing about the function of Jiang Zemin's thoughts about"agriculture, rural areas and peasants"in our party's Chinese characteristic theoretical systems of"agriculture, rural areas and peasants", expecting to in-depth and historicly grasp our party's thinking in solving the problems of"agriculture, rural areas and peasants"during new times.
