Since the beginning of reform and opening up policy is adopted in China, the income level of urban and rural residents has increased tremendously, and the life standard of the Chinese people has improved consistently. But due to a long-term existence of a dualistic economic system which has separated the economy of the urban and the rural areas, the urban and the rural disparity has been widened, causing serious political as well as economic side effects. A series of policies causing the disparity between the urban and the rural areas have caused a rupture in the whole society with the further development of reform, and a series of phenomena inharmonious with a harmonious society, which are against a scientific view of development and the construction of a socialist and harmonious society proposed by the central committee of the Chinese Communist Party. As a result, the fruit of the reform can not be shared by the people in the whole society. Therefore, how to increase farmers'income and how to minimize the disparity between the urban and the rural areas has become the core in the solution of the problems of"agriculture, village and the peasants". They are the most important matters in the overall development of the city and the countryside, and they are one of the essential parts in the implement of the scientific view of development and the construction of a socialist and harmonious society.This thesis is divided into four parts. The first part demonstrates the inharmonious phenomena in comparison between the urban and the rural areas, and analyzes the reasons for the disparity between the urban and the rural areas at the present stage from four aspects: the income disparity, the education disparity, the disparity in the use of information and the disparity in the medical as well as social assurance. Through the analysis in these four aspects, the thesis attempts to make a comprehensive generalization about the disparity between the urban and the rural areas at the present stage.The second part analyzes the reasons for the formation of the disparity between the urban and the rural areas in detail. The dualistic economic system which has separated the economy of the urban and the rural areas is the fundamental reason. A series of systems which has separated the urban and the rural areas is produced on this basis, such as the finance and tax system, the educational system and the social assurance system. These systems are the main reasons accounting for the disparity between the urban and the rural areas.The third part is about the countermeasures to solve such problems. They are proposed according to the reasons accounting for the appearance of the disparity between the urban and the rural areas. Firstly, the dualistic economic structure should be changed in order to change the economic system which has separated the urban and the rural areas. Secondly, the financial and the tax system of the urban and the rural areas should be unified and the financial support to agriculture should be strengthened in order to adjust the financial and the tax system which has separated the urban and the rural areas. Thirdly, reform the existing educational system and strengthen the support to the rural education. At last, further perfect the social assurance system in the rural areas to establish a unified social assurance system in the whole society.The fourth part mainly discusses the significance of an overall development between the urban and the rural areas, and the minimization of the disparity between the urban and the rural areas to the construction of a socialist and harmonious society. This part also explains the urgency and the necessity of such a task.
