Tibet's "atypical dual economic structure" means that Tibet's traditional industries is a unified economy and man-aided secondary economic structure. There is not high degree of contact between Tibet's economy in the modern sector and traditional sector. Agriculture does not play a role in accumulation for industry. Industrial development and agricultural development are independent of each other. With the rapid development of Tibetan economy and society, this "atypical dual economic structure" has a new performance:Traditional agricultural labor productivity has not markedly improved and played a leading role. It generated a great deal of surplus labor force. Although there are a number of industrial sectors, but not for the economic production over the years. It produced poor profits and capital accumulation. Surplus labor force in traditional industries can hardly get real growth in the industrial sector absorbed. There is not significant accumulation of the industrial sector. "Atypical dual economic structure" is a major obstacle to economic development in Tibet. So change this economic structure is to solve the main way to Tibet's economic problems.Tibet in western China has an extremely important political, social, military and ecological status of the region. Economic development of Tibet affects social stability and unity of Tibet, it also affects the relationship between China's social harmony and stability. This "atypical dual economic structure" is difficult to change in a short time. It requires long-term, continuous and effective development to change. Because of Tibet's economy in the important position of China's economic system, so how to change the "atypical dual economic structure" has become a priority, top priority.This article is based on county economic development of Tibet to solve the "atypical dual economic structure" problem. Through the number of county economic growth, quality improvement and optimization of economic structure, the county's economic has built a harmonious development of industry. Therefore, County economy is the economic structure of a unified economy.If we use county economy to resolve the problem of Tibet"atypical dual economic structure", it involves different industries and different types of economic. At the same time, we can grasp the main aspects of the contradictions to solve the Tibet issue of the county's economic development. Tibet's economic development can play an active role in a virtuous cycle.In this paper, I use the method of the basic principle of the dual economic structure. I analysis Tibet "atypical dual economic structure" evolution and characteristics through the development of county economy to solve the "atypical dual economic structure". The research of the the dual economic structure of Tibet and the Tibetan county economic are independent of each other. The study was done from the perspective of the overall development of Tibet to explore. It did not attach importance to the role of the county. Innovations of this article is referring to "atypical dual economic structure" as a research subject. I seek to address this long-standing history of economic problems for a new breakthrough.
