Project financing, as a financing model, has been arisen since 1970s, and then widespread all over the world. It greatly promotes the world economic development by virtue of broader funds-source, longer time-limit, less ministerial interference, and more involved fields like energy, petrifaction and electron. In spite of Inner Mongolian Phenomenon (It is termed by some economists because Inner Mongolia has marked a rapid economic and social development since China's Western Expansion), funds gap remains a serious problem to its development. Therefore, project financing will play an important role during its whole economic construction. Recently, project financing, affiliated into some fields such as sub-structural establishment, eco-environmental construction and resource-energy exploration, has significantly motivated the Inner Mongolian economic development.The researcher focuses on the systematical discussions of the related issues based on the theories and practices of project financing in Inner Mongolian by sticking to the basic principles of dialectic and historical materialism, and by adopting these approaches like putting theories into practice, combining empirical study and normative study, integrating analytical study and case study, and linking qualitative study and quantitative study inferentially and contrastively.This paper covers four parts. In the first part, the researcher presents a general introduction of the project financing from the basic theory to practice home and abroad. From part two to part four, the researcher presents the concrete analyses on the conditions of project financing in Inner Mongolian. To be specific, part two focuses on the analysis of necessity and foundation of project financing, part three focuses on its economic and social function, and the problems in project financing. Part four focuses on lots of constructive suggestions.The significance of this paper lays in that it develops the researching scope of project financing by systematically investigating the project financing and its impact on economy in ethnic minority rather than in foreign countries or developed regions, and that it starts a new perspective, namely the project financing, to study the development of the ethnic economy, instead of repeating the traditional angles. In addition, the present researcher earnestly expects that this paper could offer some feasible suggestions or practical evidence for the formation of theoretical framework of the concerned studies; even do some contributions to the promotion of the ethnic economy.
