It is a key point to search a balance among how to reduce market cost and increase sales and enhance brand competence for the administration and development of a enterprise. Budget management have many advantages such as optimizing resources, controlling operational risks, inspiring the enthusiasm of the staff. So marketing cost budget management has become an effective means.Based on Investigating the estimates of enterprise marketing cost budget management the paper analyses the difficulties it faces, establishes a more scientific and comprehensive marketing cost budget system, including budget preparation, budget control and adjustment in implementation, budget evaluation which become the three Main links. The paper uses principal-agent theory and contingency theory as a guide, then solves inter-organizational conflicts of interests, unknown rights and responsibilities and the problem about budget target fa(?) from the actual.The paper explores seeks to adopt a more novel point of view to use budget management as a means to study enterprise marketing cost budget management problem.It hopes to provide some business ideas and help to those business who have more marketing costs.
