With the development of economy in China since the reform and open-up era, rapid growth has been achieved in Civil Aviation Industry, especially in last decade, great changes occur not only in the quantity of aircraft but also in the remarkable increase of air traffic flow. This results in capacity pressure on hub airports and calls to construction of the second or the third runway. Therefore, the operation safety and efficiency of an airport is facing new challenges because of more and more complex operation and scheduling, and heavy workloads for air traffic controllers. Since the original ATC system can't meet the demands of increasing traffic flow, instead of expanding the capacity of air traffic flow only by improving air traffic control and ground facilities, more optimizing scheduling plan should be established on the basis of air traffic control ways and airport ground scheduling, to make good use of limit airspace and ground resources.This thesis, through engineering design and systematic decomposition , proposes a decomposition method and its mathematical model for ROP problem, and designs a corresponding optimization algorithm in stages with a comprehensive and thorough analysis of ROP from functional requirements (or optimization objectives), constraints, design parameters and variables, etc.The results coming from a corresponding optimization algorithm in stages are Runway Operations Planning, including the sequences and times of kinds of airplanes. But in the real operations of airport, firstly the tower controller need the Taxi and Gate/Ramp Operations Planning. Ideally the time from the gate to the runway is determinate for each aircraft, so we can obtain the moment of gates exiting by reducing the time of exiting and taxing . At the same time, all sorts of uncertain factors in airport scheduling scheme and the needs of actual ground scheduling should be taken into consideration. On the basis of probability and statistics theory and the probability distribution of an aircraft taxiing, we frame a push-back Algorithm from Runway Operations Planning to Taxi and Gate/Ramp Operations Planning by studying the relationship between pushback adjustment and pushback process. According to the relevant data collecting from Beijing airport and various types of ground-based data models, we build a benchmark airport model with two runways. As the same time ,and also establish some sequences of arrivals and departures for verifying the feasibility of Runway Operations Planning & Taxi and Gate/Ramp Operations Planning .
