With the rapid development of the Internet, it has changed people's traditional work and life styles. A business model-- e-commerce emerged, which based on the internet, took both of the transactions parties as the main, took the bank payment and settlement as the method. With the vigorous development of electronic commerce, it has also led the market to demand for talent in this area. However, the key to the electronic commerce is the specific operation of the whole process, so we need a complete set of operating software for students to learn and operate.At first, the paper presented the concept of e-commerce, and then it described the development status of e-commerce, and explained the design thought of e-commerce teaching simulation system, it also researched and analyzed some problems which should be solved in the system. Through this system, students can grasp the whole process of the e-commerce main mode---B2C, B2B, C2C, and they can get further understand to Internet Banking, EDI center, Distribution and so on. On the other hand, teachers can take a comprehensive assessment to the students'experiment results through the various management functions in the experiment management. At the same time, the system administrator can take the management and maintenance to the system at any time.This paper adopted the B / S structure system, took the IIS and SQL Server as the software situation , it took a detailed description to the system's overall structure, the specific design of each module , databases, and so on. And it gave some of the technical code for taking a specific instruction. And finally it achieved the development and design of e-commerce teaching experiment system.
