With the development of communication industry, single carrier is not able to satisfy people's various demands. Different value chains construction will direct affect the final proceeds, competition between carriers has changed into competition between industrial chains, so it is necessary to change minds and innovate actively, to utilize and integrate industrial chain's resources rationally. The one who can take the lead in forming a favorable circulatory collaborative model with enterprises of both upstream and downstream and formulate effective competition strategy will get advantage in competing and gain more profits.Our study is set in 3G communication age, reviews and summarizes the communication industry's history and existing research achievements, analyses the developing foundation and motivity of our country's ip industry, deduces every era's limit and the demands to reform forward. The carriers have to transform their status from a chain's leader into a chain's central leader in order to acquire a better progress in the future market. At the same time, the upstream and downstream service providers have also to change their accessory status into powful supporting status. Further more, their cooperating mode needs to convert from originally developing by themselves into customization mode.The theory of industrial value chain, competion between chains and duopoly Cournot model is used, a contention communication service supply chain model of two carriers and two exclusive upstream value added service providers is founded. The influences to carrier's longitudinal construction selection even to the whole industry chain's final profits of competitive intension, carrier's bargaining power and operational costs' differences is researched by means of the discussion of numerical analysis result.
