Objective:China standard GB14880-94 Hygienic Standard for the Use of Nutritional Fortificate Substances in Foods has been used for 16 years. Those substances that could be used in infant formula has been issued and updated by the Ministry of Health for several times during these years, but some of the regulations are still not consistent other related infant formula standrads. In order to modify the forcitication standard and estabolish the fortify principle for infant formula, improving the safety and rationality for nutrients sourses list using in products, literature checking and industry investigating were done in this study.Method:After collecting and studying the infant formula fortification principles, management systems and other related laws or regulations from Codex Alimentarius Commission (CAC), European Union, United States, Australia, New Zealand and other countries or international organizations, this study compared the differences of the regulationgs between China and other countries or organizations, finding the main problems existed in the infant formula laws and regulations and suggesting the possible solutions for that.After that, investigation were done in more than ten enterprises who is the leading brand for infant formula in China to know the implementation status of national standards and regulations of infant formula, and to understand the problems and their rationalized proposals for infant formula manufacturer.Conclusion:The result showed that the nutrients approved to be used in infant and follow on formula currently are less that international standard approved, some nutrients even have no source or not scientific enough. Other differences are our Standard requires both fortifiered amount and release level in final product, liquid formula is not covered by standard and the requirements about macronutrients is not in detail. The result also showed that inconsistence were existed between the different infant formula standards currently used, and also existed in the standard itself, all these inconsistences had bought operational difficulties to the manufacturers of infant formula. Some main problems and suggestions were given in this report for the related infant formula fortification standard, to ensure and promote the orderly production of enterprises.
