In the future world with the arrival of knowledge economy, a country's dominant position in international competition, dose not primarily relies on the rich material resources, but on the high-quality personnel with advanced thought, technology and innovation capability. Comprehensive national strength and competitive capacity is increasingly dependent on the quality and innovation of human resources, more and more dependent on human capital accumulation. The fundamental, guiding, and overall status of human capital in the economic and social development becomes increasingly evident. Every country in the world makes the measure of "to enhance human capital," to be the core of a national development strategy, and adjusts its system of education and human resource development, establishes specialized agencies, lay down the development policy of national human resources development.China is a populous country, and also a large agricultural country, the rural population which account for nearly 70% of the population proportion of human capital directly affects the growth of the rural economy, even affects the whole country's sustained and rapid economic development. Food production is a traditional rural production projects, also is an important part of the rural economy. Although since the reform and opening up, China's grain production has made noteworthy achievements, basically solved the food problem in China, and rural economy have a rapid growth, But generally speaking, China's agriculture and rural development are still not free themselves from the rigid constraints of the natural conditions and extensive restrictions on the business model, so there are so many problems:primitive production mode, relatively homogeneous structure, the product form of the lack of diversification, low productivity, urban-rural income gap is widening trend. There are many reasons about politics, history, culture, customs. education, natural resources and other factors, these reasons can be apparently summarized from the relative shortage of funds, resources, technology, and relatively poor management and tilt policy to the city. But it actually due to the relative lack of human capital in rural areas and weak rural self-development. This study is based on this argument to analysis the role of human capital to the food production in China's western region.Analytical framework of this study is so arranged:First of all, through the introduction of human capital research to define the concept of human capital, and then, through a summary of growth theory, to find the human capital factors which is hidden in the technological change; And further explain the role of human capital in agricultural economic growth, this component is to lay a foundation for future research; Then the second part of this study build the further relations between human capital and food production relationship, first empirical analysis all factors which effect China's food production,then we can get this conclusion:the most important factor is human capital; Then, select the representatives indicators of food production and human capital and use SPSS 11.5 to correlation analysis; The third part of this study, with some relevant data of the rural areas in western China I analysis its human capital situation and point out its problems; The fourth part is made for the third part of the human capital in rural areas in western China Situation and problems of the improvement measures accordingly.In this study we can make such following conclusions:(1) In the case of agricultural technology change, due to the growing size of the population and dwindling land resources, the potential "food problem" does exist in China; (2) Through qualitative and quantitative analysis of human capital in rural areas,we can make a conclusion that human capital is the most important factor food production in China; (3) Agricultural human capital stock and investment are very low in western region of our country, we must increase investment in human capital to improve our food supply.
