"villages" Governance In The Urban And Rural Integration Process

Villages in the city is one kind of transition form community which due to the city and countryside dual management system and forms fast in the urbanized advancement. Although this kind of community's"body"in city, but actually continues to retain the countryside system and the organization system,not only unable to enjoy the city infrastructural facilities, the collective services as well as the social security,but also has created many social hidden dangers and the urban problem as the environment is messy and dirty, urban facilities not necessary, public security confusion and so on.baffle the urban modernization development process seriously, villages in the city transformed for urbanized advancement road which must be taken. The author believed that villages in the city transforms divides into"the hardware to transform"and"the software transforms"two aspects, the old village transformation belongs to the hardware. This article refers to the government transformation is the software aspect, such as some traditional institutional question, villagers' resident and so on. Moreover these factors compared with the old village transformation, the government transformation's difficulty is more stable and lasting. Therefore, studies to explain these"the software"difficult problem which restrict the city and countryside integration, have the very vital significance to solve the vllages in the city's problem comprehensively.This thesis will examine the status of villages in the city starting in Kunming firstly, reviewed the external environment of the villages in the city——the distribution of villages in the city, population, economic, social and cultural environment and management structure. And conduct an objective description for Macun community from the community management system, organizational structure and functions of governance and community participation, conduct a series of problems in the governance process, including home enterprises, regardless of the community governance structure, community neighborhood authority is not high, the role of embarrassment, shares the problems of cooperatives and villagers low degree of public and analysis the depth cause from historical, institutional and economic aspects, then combined with the actual of Macun community,based on the research results currently,proposed countermeasures. Finally, on the basis of case analysis, to make up the new governance model for village in the city from the government's planning, local management system reform, reform of the rural collective economy and the village people and other aspects around the goal of urban-rural integration,as the theory of sublimation for the thesis.Through the investigation and study author obtains that city and countryside integration is the strategy guiding principle and the value orientation which the conclusion to slove the villages in the city'problem and prevents to produce the new villages in the city. A series of countermeasures to solve villages in the city'squestion, the way should take this as the starting point and the home.
