Research On The Theoretical Logic And Implementation Path Of The Development Of Urban And Rural Integration In The New Era

The report of the 19 th National Congress of the Communist Party of China proposes that,"Socialism with Chinese characteristics has crossed the threshold into a new era.This is a new historic juncture in China's development",and points out that,"The principal contradiction facing Chinese society has evolved.What we now face is the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life." Among them,"The greatest imbalance is that between urban and rural development,while the greatest inadequacy exists in the development of rural areas." At the end of 2017,Central Working Conference about rural areas clearly states that,"The relationship between urban and rural areas must be reshaped,and take the road of the development of urban-rural integration." Under the background,how to pay more attention to fairness in dealing with the issues of efficiency and fairness,how to put the countryside in the same strategic position as the towns,as well as how to measure the level of the development of urban-rural integration and explore its influencing factors,which have all become practical issues that we need to resolve to promote the development of urban-rural integration in the new era.Based on this,facing the principal contradiction which has evolved and aiming at coordinating the level of productivity between urban and rural areas,this paper combines with the actual national conditions in the new era,explores reshaping a new-type urban-rural relationship and taking the road of the development of urban-rural integration under the guidance of the Marxist theory of the development of urban-rural integration and the reference of the practical experience of the development of urban-rural integration in western developed countries.First,analyze the historical logic,theoretical logic and practical logic contained in the development of urban-rural integration.This paper reviews the history of the development of urban-rural relationship since the foundation of the People's Republic of China to grasp the law of the development of urban and rural areas and the rationality of the stages of the development of urban and rural areas,explore the inherent logic contained in the development of urban-rural integration,define the basic connotation of the development of urban-rural integration,summarize the new characteristics of the development of urban-rural integration in the new era,and establish a value target system for the development of urban-rural integration,which point out the direction for the development of the urban-rural comprehensive integration in the new era.The research results show that urban-rural integration is a new requirement for the development of urban-rural relationship when the level of productivity reaches to a certain height.Furthermore,there are different manifestations of the development of urban and rural areas in different stages of productivity development.Whether it is the "considering both urban and rural areas" at the beginning of the founding of the People's Republic of China,or the "formation and solidification of the urban-rural dual structure","the development of economic and social urban-rural interaction" after the reform and opening up,"the coordinating urban-rural development" in the new century,and "integrating urban-rural development" in the new era,which are all explorations of taking the road of the development of urban-rural integration with Chinese characteristics.Behind these stages of evolution are the requirements for the development of productivity.Among them,the development of productivity can lay the material foundation for the development of urban-rural relationship.On the other hand,the establishment of institutional mechanisms and policy systems of the development of urban-rural integration will promote the further improvement of the level of productivity.Based on this,to promote the development of urban-rural integration in the new era,it is necessary to break down the system and mechanism barriers to the development of urban-rural integration,improve the efficiency of resource allocation,and coordinate the relationship between the "New-type Urbanization" and the "Rural Revitalization Strategy".Secondly,construct the index system for evaluating the level of the development of urban-rural integration to measure the potential space for the development of urban-rural integration in the new era.Based on the provincial panel data from 2002 to 2018,this paper uses the coupling coordination degree model between urban and rural areas to measure the level of the development of urban-rural integration in China.The research results show that the degree of urban-rural integration of China and 31 provincial administrative units(except Hong Kong,Macao and Taiwan)increases significantly.Among them,from 2002 to 2018,the degree of coupling coordination between urban and rural areas increases from 0.29 to 0.66 in China.Corresponding to the grade of coupling coordination,China as a whole get rid of the grade of "imbalance",and realize the transition from the grade of "moderate imbalance" to "primary coordination".This shows that the implementation of strategies such as "the coordinating urban-rural development","integrative between urban and rural areas",and "new-type urbanization" since 2002,which have effectively promoted the interaction and mutual development of economic and social between urban and rural areas.But overall,the grade of coupling coordination in China is not high.Because most provinces are still in the lower coordinated development stage,and there is still a big gap to the stage of well-coordinated development and high-quality coordinated development.Simultaneously,the regional differences of the development of urban-rural integration in China are still obvious.Thirdly,explore the uncertain relationship between the influencing factors in the system of the urban-rural integration and the degree of urban-rural integration and find the proper focus to promote the development of urban-rural integration in the new era.This paper uses the grey relational analysis method and takes the degree of urban-rural integration as a reference series to explore the factors influencing the improvement of the development of urban-rural integration of 31 provincial administrative units(except Hong Kong,Macao and Taiwan)from 2007 to 2018.Specifically,through the ranking of relevance,we learn the role of various factors in promoting the improvement of the degree of urban-rural integration to provide a reference for the proposal of the implementation path of the development of urban-rural integration.The research results show that the development of urban-rural integration is a complex and systematic project and is significantly affected by multiple factors such as "the smoothness of the element flow between urban and rural areas,the equalization of basic public services between urban and rural areas,the completeness of infrastructure construction between urban and rural areas,and the diversification of economic development between urban and rural areas".Among them,the factor flow between urban and rural areas and the construction of transportation and communication infrastructure between urban and rural areas,are two key factors that affect the level of the development of urban-rural integration.In the new era,we promote further the smooth flow of factors and the completeness of infrastructure.The equalization of basic public services between urban and rural areas and the diversification of economic development between urban and rural areas,are two important factors that is essential to strengthen urgently to promote the development of urban-rural integration.Then,summarize the practical experience of the development of urban-rural integration in developed countries and provide a guide and reference for promoting the development of urban-rural integration in the new era.Considering that the unbalanced development between urban and rural areas is a common problem faced by all countries in the world in the process of the economic development,and the development of urban and rural areas is governed by the common economic law,this paper explores the practice of the development of urban-rural integration in the six countries,the United States,Britain,Germany,France,Japan and Korea,and summarizes their successful experiences.Specifically,the first is to improve the rational flow mechanism of the factors between urban and rural areas and break the barriers to the flow of factors.The second is to optimize the allocation of public service resources to give full play to the role of the people as the main body of practice.The third is to promote infrastructure construction between urban and rural areas,focusing on the countryside.The fourth is to improve production conditions of agricultural and rural areas to narrow the gap in the level of productivity between urban and rural areas and strive to protect the interests of rural farmers.In addition,most countries pay attention to carry out unified urban and rural plan.They implemented the rule of law in the process of the development between urban and rural areas,which provide a complete legal system guarantee for the smooth advancement of the development of urban-rural integration.Finally,propose the implementation path to promote the development of urban-rural integration to realize the goal of the development of urban-rural integration under the background of the new era.Combining the conclusions drawn from "analyzing the inherent logic contained in the development of urban-rural integration,measuring the level of the development of urban-rural integration,discussing the influencing factors of the development of urban-rural integration,and exploring the practice of the development of foreign urban-rural integration",this paper proposes the implementation path to promote the development of urban-rural integration,which focuses on factors flow between urban and rural areas,basic public services between urban and rural areas,the transportation and communication facilities between urban and rural areas,and the development of economy between urban and rural areas in the new era.Specifically,the first is to facilitate the smooth flow of urban and rural factors by promoting the marketization reform of factor.The second is to promote the equalization of basic public services between urban and rural areas by improving the efficiency of public service resource allocation.The third is to help complete the transportation and communication facilities between urban and rural areas by focusing on implementing rural infrastructure projects to make up for shortcomings.The fourth is to promote the diversification of the economic development between urban and rural areas by opening new spaces for the development of rural modernization.
