Fast growing medical expenses, especially inproper drug expenditure caused strong resentment and led to social problems in China. Extensive research on hospital drug expenditure and the policy have been carried out, but not enough on general hospital drug expenditure, which has greatest influence on people.Objective:To conclude the rule of general hospital drug expenditure, research the policy implementation and improvements.Content:The publicized data is collected and analyzed to know about the condition and policies of general hospital drug expenditure, then evaluate and improve them.Methods:Collect, compare and analyze the data of general hospital drug expenditure and the policies both of China and of foreign countries.Results:The drug expenditure containment policies have a certain effect, but not enough. It is still expensive in high-level hospitals and rising faster and faster since 2007, so that profits differ widely among different level of hospitals.Conclusions:Rent seeking is the primary cause of general hospital drug expenditure increasing, besides the assessment and encouragement of medical staff, the system of medical care insurance and the drug pricing policy.
