Shaanxi Province, The New Rural Cooperative Medical Information Technology Research

The new rural Cooperative Medical Care System (NRCMCS) has piloted operation for 8 years since 2003, and achieved significant effectiveness. The NRCMCS has almost benefited 11 million famers all over the country in 2008, which has been accomplished ahead of the schedule two years earlier. It also greatly reduces the financial burden of the illness farmers and improves the medical service quality of rural medical institutions, raises the utilization rate of the rural public health services. Moreover, it effectively relieves the problem of "poor caused by illness, poor because of illness" as well as pushes the development and reform of public health in the rural area But with the continuous social economic development in the rural area, more and more attention paid by our party and state to the rural areas,agriculture,farmers and great achievement made by NRCMCS, farmers not only enhance the consciousness of medical security, but also demand for high quality NRCMCS. However, due to huge number of the participants and complexity of medical reimbursement procedure, in most areas of our country, especially in the western area, new rural cooperative administer organization cannot superintend appointed health care institutions effectively. The current situation of appointed health care institutions'cost irrational increasing, transparent of new rural cooperative funds weak, supervision of new rural cooperative administer organization unreachable,farmers'satisfaction level of new rural cooperative system low and so on, restrict the sustainable development of new rural cooperative system. Besides of the system defects, the main reasons are the imperfect NRCMCS mechanism and the backward management patterns. In order to solve the problems, we have to take some measures to improve the quality of new rural cooperative medical care to ensure that such a system can run more smoothly.This paper takes the information management of new rural cooperative medical care in Shaanxi province as the research objective, by comprehensive cross use of management, economics, social security, information technology and so on many subjects and combined with the practice new rural cooperative medical care operation. This thesis firstly analyzes the necessity for the information management of the NRCMCS and the feasibility of the information management in Shaanxi, then studies the practical existing problem of the information management in Shaanxi province by the investigation of several new rural cooperative medical care information pilot countries in Shaanxi. Finally, this paper puts forward some suggestions for the perfection of the information construction:(1) It should construct the provincial, municipal and county levels for network information platform based on information by the technical means. (2) The government should strengthen the construction of leadership and funds, good planning and completes the talented person troop construction and other supporting measures to further improve Shaanxi new rural cooperative medical care system information construction, thus achieve normalization and standardization of management requirements,to promote the management level and improve the new rural cooperative medical care management quality, effectively prompting this system more smoothly running, healthy and scientific development.
