With the rapid spread of AIDS, as well as the specificity of AIDS itself, prevention and cure of AIDS has become a global hot issue, and maintenance of the rights and obligations of HIV-infected persons and the patients has become the focus of exploration. How to protect HIV-infected persons and the rights of the patients and at the same time safeguard the public right to health, so as to eliminate the social discrimination? This is not only the realization of the rights of individuals, but also the responsibility of society. In the background of sexually transmitted in our country have gradually become the main form of HIV transmission, on the secrecy and telling of the individual information about AIDS be deeply carried out studying, it not only contribute to maintain HIV-infected persons and patients'right, but also contribute to prevent the widely spread of AIDS.This paper focus on the analysis of the practical significance and the existing the policies and regulations concerning on the secrecy and telling of the individual information about AIDS, which based on the definition of the ethical issues of autonomy and the closely related concepts of, and analysis of informed consent, confidentiality, privacy. The three ethical issues in confidentiality of personal information in our country are analyzed:the one VCT faced by the real-name of system; the one VCT faced informing the spouse/partner of the HIV-infected person; the one faced in compulsory detoxification centers of the ethical issues faced by individuals living with HIV testing and confidentiality of this information; and then carrying out the relevant thinking to it. By the value hierarchy and right hierarchy to explore the conflicts and co ordinations between the patient's privacy and the right to know of the healthy people, public health and the rights of individuals is explored and the ethical thinking is offered when the maintenance of patient's right and effective protection of public health are concerned.
