Objective:To analysis foreign DRGs implementation of the background, process and achievement, and extract the foreign implementation successful experiences for our reference, then combining with China's concrete practice, analysis the feasibility of application of the DRGs payment models in China, DRGs needed policy environment and various aspects, and puts forward the support conditions in China's implementation of relevant Suggestions for DRGs in Chinese medical insurance pay system DRGs area. There early material accumulation and research, and for medical insurance payment reform to provide the reference.Methods:This paper rely on social security institute "DRGs implementation environment and technology" study platform, access to a lot of domestic and foreign literature and part pilot areas investigation and some experts interview, to analyze the commonness of foreign DRGs implementation, contrast the actual situation in our country, found differences and then provide some related Suggestions.Results:Through the comparison, at present our country at home and abroad the health system and technical supporting environment for completely establishing and implementing it DRGs pay system mature enough, compared with foreign successful experience there are still some shortage:(1) the lack of security DRGs implementation of laws and regulations or rules and regulations; (2) the price of existing medical institution formulated system is not perfect places; (3) to public hospital compensation insufficiency cannot satisfy the healthy development of public hospital; (4) hospital current cost accounting system and press disease to cost accounting system, there is still a gap; (5) doctors are not reasonable enough salary system; 6 clinical diagnosis standard, disease diagnosis coding extent blocks disease of pay system, and steady development in the current rapid fragmented cannot achieve hospital medical information resource sharing independent system and the development of slow and the hospital information system can't sync the health-care information management system, etc.Conclusion:Although policy environment and technology in terms of successful implementation of China and state DRGs gap. but through the analysis of foreign successful experience, the individual thinks, our country also can imitate abroad, to a certain country DRGs as templates, gradually transform the surrounding environment and create the conditions for DRGs development, and through continuous pilot practice, eventually found Chinese special medicare payment is feasible.
