Incentive is regarded as " the greatest management principle", plays important role in work. Incentive is guide for people's behavior, it encourage people's subjective motivation, the proper application of incentive has optimistic effects. Otherwise could be resulted in personal crisis or brain drain. Effective incentive must meet the requirement for team development and creativity.In knowledge economy era, the concept of incentive has expanded contents. To sep up new incentive system for gifted knowledge-type talents evaluation, by means of profit, opportunity and spiritual incentive, the better the system is, more potential and creative ability can be developed, and can achieve a sense of satisfaction, victory and achievement for employees, so the employees can serve for the team faithfully, so mutual development could be achieved.There are abundant medical and health service resource in BaoTou area, the management of personal is still working in the shadow of old planed economy systems. Personals are forced to be assigned to hospitals, there is no possibility to choose qualified personal, thus waste of personal power resource and improper structure of talents is the common problem. However the old incentive system is not working properly under market economy, with such a restriction medical and health service staffs lost interested in their job, work in pessimistic, their great potential can not be fully developed, the creativity is ignored and, as a result, brain drain is inevitable <> applies modern incentive theory, focus on the present situation of medical and health service in BaoTou area, some typical successful examples are quoted, survey and systematic analysis are also applied in this paper. Based on present system reforms on medical and health service system, a new incentive strategy is achieved for senior medical and health service staffs in BaoTou. This paper also provides a new approach and strategy, to carry out SMT (Self management Team) as representative for creativity and authorized system application-- the level doctors responsibility project, for reformation of medical and health service, systems and improving service level for BaoTou area.
