| On March 17,2009,the CPC Central Committee and State Council formally issued the "Opinions on Deepening the Reform of the Medical and Health System." The publication of this opinion marks the official kick-off of a new round of medical and health system reform in China.This is a livelihood of the major reform project,one of its main tasks is to substantially improve the internal management system and operation mechanism of public hospitals,fully mobilize the enthusiasm of the medical staffs to improve service quality and efficiency,so that the people get benefits,and encourages the medical staffs.As an important component of hospital human resources,nurses work at clinical first line,directly nurse the patient,take on many services for patients,such as disease treatment,disease observation,life care,rehabilitative care,psychological care,perioperative care,health guidance and continuity care,the job performance of nursing staffs is closely related to the hospital’s medical quality,service efficiency,operational effectiveness,and patient satisfaction.Studies have shown that the degree of job satisfaction of nurses is an important factor affecting their work enthusiasm,and it is directly related to whether nurses can create the best performance in their jobs.According to the results of job satisfaction survey conducted by the former Ministry of Health in 2012,the overall level’ of job satisfaction of nursing staffs in China is generally low.Except the work pressure brought by professional characteristics,also nursing staffs are particularly dissatisfied with the current incentive program in hospitals.In the new round of the health care system reform,the era has given new tasks to the hospital’s nursing management,and managers at every level has also profoundly realized that establishing a completed incentive program would help stimulate the work motivation of the nursing staffs and induce target behaviors,to exert internal potential,enhance job satisfaction,fully mobilize work enthusiasm,initiative and creation,prompting nursing staffs to create the best performance in their work.In this thesis,taking RM Hospital in Sichuan Province as the research sample,according to the encouraging theory,comprehensive applying the research methods such as questionnaire survey,qualitative interviews and field research,to in-depth analyze the current existence question of the hospital nursing staffs incentive program and influencing factors,and put forward a series of targeted improving measures for the optimization and improvement of incentive program,so that to establish a scientific and completed,practical nursing staffs incentive program,and fully mobilize the enthusiasm of the nursing staffs,maximize performance of nursing staffs,and provide evidence and reference for Human Resource effectiveness management.The thesis conclusion is as following:first,the hospital should establish and improve the incentive program,enhance nursing job satisfaction,and ensure providing high quality of clinical care for patients;the second is to optimize the incentive program based on the nursing characteristics and the specific needs of nurse personnel,follow relevant management theories,improve the scientific and normative of incentive program,and ensure its feasibility in daily operation;Third,further enriching and optimizing the means of incentives for nursing staffs,comprehensively establishing reasonable and effective incentives from every aspect such as salary incentives,growth incentives,model incentives,trust incentives,and goal incentives,etc.. |
