Since 1990s, as the high rate of economic grows, some problems have emerged to the Chinese government. One of these problems is occupational diseases. From ordinary people, their family to the society, occupational diseases give everyone tremendous bitterness. But the government had neglected occupational diseases for a long period. In this century, Chinese government has been conscious of the importance of occupational diseases' problems. However, lots of problems of governmental management counteracted the government to solve the occupational diseases' problem and harmed the benefits of many workers.To solve the occupational diseases' problems, the government should not only emphasize the administrational ability, but also emphasize the construction of administrational model. The occupational diseases' problems should due to such confusions. The author of this thesis attempts to break through such confusions and to find a more reasonable administrational model.This thesis aimed at the characteristic of occupational diseases. Through the way of theoretical and positive study, the author of this thesis wants to find out the problems in the governmental administrational model, aims at protecting the workers benefits and giving justice to the society.First, the author analyzes the characteristic of administrational management, the characteristic of occupational diseases, the ability of governmental administration and the benefits of factories. Then the author analyzes the shortage of these forces and gives the suggestion of a multiple governance model.Second, through the way of positive study, the author analyzes the problems in the management of occupational diseases, including of administrational system, law, management model and society, finding out the predicament of Chinese government faced on.Third, the author has discussed the occupational healthy standers of World Health Organization and International Labor Organization. Then the author discussed the experience of developed countries and developing countries. These have offered a lot of reference to the construction of Chinese occupational management system.
