As a basic medical system for Chinese county sanitation, China Country Cooperative Medical Scheme is an important part of the whole social security in county. It has effected modern Chinese county society very profoundly.In the early 1950s, China Country Cooperative Medical Scheme was developed with agricultural cooperation prospering. As a creative attempt to peasants' medical security, it attracted sociologists' much attention and interested the whole academe. It formed two research climaxes in 1960s and at the beginning of this century. The earlier research was effected by political factors, so the policy-leading meaning was more than the meaning of exploring the issue itself; the later research tended to be more maturely and formed some new characters.The thesis considers that China Country Cooperative Medical Scheme in 20^th century has undergone a process of sprouting, appearing, developing, climaxing and declining, and it is also a process from collective welfare to social security. The process is interrelated to the social development nearly. From the beginning of the new century, especially from 2002, government carried out the New China Country Cooperative Medical Scheme throughout the country effortfully, thus the Scheme displayed some new characters. Reviewing the old and new schemes synthetically, I will try to reflect the outer circumstance of these schemes, through the three actors in this system: government, medical provider and peasants, and we can display the transform of Chinese country these years. Additionally due to the import of market economy, the primary benefit federation of three sides has been broke down, along with their changing relations: from right- responsibility to profit-business. Through analyzing the changes of three sides' acting logic, we can find the various factors which affect the Country Cooperative Medical Schemes. All of these are the polestars and aims of this thesis.Nowadays, the New Country Cooperative Medical Scheme has been carried out throughout the country, this scheme will face a critic developmental period again.We can explore the system itself and the historical background of it, and we can define its historical meanings, all these work will promote the New Country Cooperative Medical Scheme, finally it will promote various of country project comprehensively, cooperatively and continually.
