Hiv Counseling And Testing Hours Of Work Measurement And Unit Cost Analysis

HIV/AIDS voluntary counseling and testing(VCT) is one of the most policies for HIV/AIDS comprehensive prevention and control,so studies on cost-effectiveness analysis of VCT have essential practical significance.But till now, domestic HIV/AIDS counseling and testing cost and cost-effectiveness related studies are still quite limited.The study locations included the counseling and testing rooms in Yunnan, Dehong and Yingjiang CDCs.Questionnaires,interviews with key figures in the counseling and testing rooms,as well as real working time records and field observations were carried out in order to collect data on labor time consumption and monetary cost.Quantitative data was analyzed by generalized linear regression. Qualitative data was analyzed by induction statistics methods,etc.The time and monetary costs and their components were analyzed in order to provide reference for cost-related decisions.The main results of this study are:For counseling site in Yunnan CDC,the daily saturated workload is 50 clients, and the annual workload saturation is 12,000 clients.As for Dehong CDC,it's 20 clients per person and 4,800 clients per person respectively.Testing cycles of ELISA,WB,and CD4 were 302 minutes,235 minutes,and 200 minutes respectively.Workload saturation for the ELISA test is two test cycles per person per day.The variable costs include 3.15 yuan per blood sample for blood collection supplies for negative,and 3.1 yuan,and 207.8 yuan,and 408.7 yuan per blood sample for negative,substitute positive and confirmed positive sample respectively.In conclusion,The existing workload of counseling sites is still unsaturated. Fixed costs of grass-roots counseling rooms are weak points that cannot meet the needs of counseling environment and counseling services.From the point of labor time consumption,the testing room workload depends on the arrangement of test cycles,while different detection reagents gave little effect on the workload.
