Construction Of New Rural Cooperative Medical System In China Under The Demand-driven Research

In 2003, the Office of the State Council transmitted views of the Ministry of Health and other departments on the establishment of the New Cooperative Medical Scheme (NCMS) .Opinion noted: "the NCMS is to be organized, led, held out by the government; the peasant participates in voluntarily; individual, collective and the government raise capital in many ways ;the rural area medical care should give first place to the major cases of illness and help each other together." "from 2003, the provinces, autonomous regions and municipalities should choose at least two to three counties (cities) to pilot." "achieving the goal of covering all rural residents in 2010 .By 2010, reducing farmers' financial burden of disease and improving their health." By the end of 2007, the NCMS has nationwide coverage 20 provinces, autonomous regions and municipalities, a total of 730 million people took part in the new rural cooperative medical care. The NCMS has been from the pilot phase to comprehensively push forward in resolving the farmers of"sickness sending poorly", "sickness returned poorly". "Everyone to enjoy basic medical services"has become one of the important goal of establishing a well-off society in the party's 17th Congress, proposing the establishment of basic health system, and efforts to make all of the people "of medical care". At present, although the NCMS has achieved much success, for facing daunting challenges it is still need to Consolidate and devolpment in order to realize the goal of CPC and State Council, meeting the demand of the rural people.It is a important thing for the NCMS' design to meet the demand of the rural people and accepted and agreed by them. Whether the NCMS can prosperous push forward and comprehensively put all rural residents into the medical protection largely depends on its ability to meet the broad masses of peasants for medical protection needs. Therefore, this article provide recommendations to further improve through the investigation of the past and summarize information, with the analysis of the gap between the demand of farmers and system design about the NCMS . The main opinions are as follows: 1. there are two levels of demands of the rural people. The first level is "to have"; the second is to have effective medical services. The real aim is to satisfy the second level of demand. 2. NCMS experimented in 2003 has supplied effective health services for rural people. On the other hand, there still exist great gap between the demand of rural people and system supply. 3. There are a lot of factors to affect the demand of rural people. These factors include farmer's causes, government causes, and institutional causes. 4. The government should try their best to perfect the NCMS. There is to say, the government should analyze the demand of rural people when they design and implement the institution. This paper is divided into five parts. the first chapter is the Introduction; Chapter II is the new rural cooperative medical care outlining the main issues. The first part of a major combing China's rural cooperative medical course of development and the second part of the characteristics of the NCMS; the new Part III summarizes the actual results of the operation about the pilot of the NCMS for few years; Chapter III analyses the needs of the farmers about the NCMS. this chapter definite the main characteristics of the farmers needs through analyzing a two-level Characteristics of it, this chapter Aggregate actuality of the contentment level of the formers' needs through information on the summary of previous studies, especially the investigation in Shaanxi Province Jing yang county for its 201 farmers about whether the NCMS meet the formers' demands; Chapter IV set forth the factor of the demand of the rural people from the farmers themselves, the government level and operational mechanism ; final chapter of the analysis is set forth the countermeasure and advise to consummate the NCMS. Through the study, this dissertation puts forward a new conception of the rural people's demand about the NCMA and try to sum up the complication about the iatrical demand of the rural people, which would provide ideas and Inspiration for the farther rural medical care reform.
