| Purpose:With the deepening of the medical and health reform,the state has increased the input of scientific research work on Chinese medicine.However,according to the strategic development of Chinese medicine in the new period,a large number of scientific and technological modernization of Chinese medicine need to research,investment funds also failed to meet the growing needs of research tasks,which has hampered the speed of technological development of Chinese medicine.How to play a greater role by the limited input? Evaluation of scientific research management has become the focus of the work. Through the evaluation of the subjects undertaken by the researchers,classifying the researchers according to the research results,the researchers on the efficiency can be invested more in the future,if not,to reduce the subsidy to the researchers;through the evaluation of research institutions,to find out efficient and inefficient institutions,funding to the high efficiency of the unit is tilted,thereby enhancing the effectiveness of the funds in the future.In this paper,the database of "the survey for the institutes of science research and technological development"(the part of the national scientific research institutes of Chinese medicine) in the Ministry of Science and Technology of the People's Republic of China,the complete database in Health and General Statistics Annual Report of Chinese Medicine,the data in "the National Health and Finance Annual Report" and "Traditional Chinese Medicine National Statistics excerpts" would be used,in order to evaluate the scientific research inputoutput situation of or above the county level national scientific research institutes of Chinese medicine(there is 58 provincial-level(or above provincial-level) scientific research institutions of Chinese medicine,and 22 municipal scientific research institutes of Chinese medicine).Significance:In the developed countries,there is an almost perfect evaluation system about the inputs and outputs of the research activities,which can judge the quality and the effect of the research results by the multi-stage evaluation of the subjects,thereby guiding the direction of future funds.In contrast,the existence of efficient management of domestic R & D gap,particularly in the field of Chinese Medicine,the efficiency of scientific research almost have never been carried out systematic evaluation,but also the efficiency of very few people to carry out research and evaluation studies,and there's only sporadic reported in the domestic literature,and most of them were about the school or college to evaluate the efficiency of scientific research,there're obvious defects in the evaluation methods used.In order to make the limited input on Chinese medicine research more effective,it is necessary to conduct a systematic evaluation of its.Method:Data Envelopment Analysis(referred to as DEA) is a new analysis method which was developed on the basis of the "evaluation of the relative efficiency" concept by a well-known T.L A.Charnes(University of Texas) and WWCooper and other scholars,is an important and effective analytical tools in the field of management science and systematic engineering.Since the DEA method is superior to the other methods in the evaluation of multiple-input multiple-output production process or the decision-making units(referred to as DMU),and medical research is an open systems of multi-parameter input and multi-parameter output,so I make use of DEA for the input and output research of or above the county level national Chinese Medicine research institutions for 2005-2007.The CCR model,BCC model,etc in the DEA estimates are used in this paper.CCR model is used to measure the overall efficiency of the Chinese medicine scientific research institutions,BCC model is used to estimate pure technical efficiency of the Chinese medicine research institutes.The comprehensive evaluation index portfolio is determined by the comparison of measured results for different combination of the indexes and the comprehensive balance for the chosen requirements of this article.There are four input indicators(personnel indicators (weighted),the amount of science and technology funding,fixed assets,the total number of subjects) and four output indicators(the revenue of the technology sales for the present year, published scientific papers,published in Science and Technology works,the number of the acceptable patent applications) for provincial-level research institutes of Chinese medicine. And there are three input indicators(personnel indicators(weighted),the amount of science and technology funding,fixed assets) and three output indicators(published scientific papers, published in science and technology works,the number of the acceptable patent applications) for municipal scientific research institutes of Chinese medicine.Result:Referring to the efficiency and the development trends of the national scientific research institutes of Chinese medicine,in 2005-2007,the efficiency of scientific research is at a low level for all the national research institutes of Chinese medicine(in particular,the city-level research institutes of Chinese medicine),and there is a big gap of the input-output efficiency of scientific research among the different research institutions in Chinese medicine.Research and analysis shows that the input-output efficiency of scientific research among different scientific research institutions is different,therefore,referring to the distribution of the financial resources for scientific research,we need to emphasize the input-output efficiency of Chinese medicine research institutions at all levels,and a new mechanism for funding for scientific research which is based on the efficiency will be constructed gradually. At the same time,it is encouraged to construct the evaluation institutions of scientific research in the scientific research institutions for Chinese medicine research institutions at all levels,to carry out an annual evaluation of research efficiency.In 2005-2007,in the 58 scientific research institutes of Chinese medicine in the provincial level,there are 25 scientific research institutions can further expand the scale of R & D activities to improve the level of its input-output and efficiency,only 14 research institutions need to reduce the size of its research to improve its input-output efficiency;there are 30 scientific research institutes in the scale of adjustment is also needed to improve their productivity and management level of scientific research to improve tits input and output efficiency.Referring to the municipal scientific research institutes of Chinese medicine,the 17 non-DEA efficient scientific research institutions can be further expanded the scale of R & D activities to improve the level and efficiency of its input-output;in the 22 city-level scientific research institutions,there are 10 scientific research institutes in the scale of adjustment is also needed to improve their productivity and management level of scientific research to improve its input and output efficiency.Chinese medicine research institutions at all levels had a corresponding scientific management methods.But because of that there is a big gap of efficiency among the different scientific research institutions of Chinese medicine,in order to increase the overall national efficiency of scientific research in Chinese medicine,and to further promote the strength of the communication and the cooperation of the scientific research management among the Chinese medicine research institutions,and to improve the pure technical efficiency of the national scientific research institutes of Chinese medicine.The corresponding long-term mechanism to promote can be created,so that the scientific research institutions in lower scientific research efficiency can improve their input-output levels by sending the innovation of scientific and technical knowledge and hardware environment,research and financial management system,incentive mechanism,the transformation system,the size and other aspects of scientific research.Conclusion:In the current circumstances,the researcher believe that to improve the input-output efficiency for the scientific research institutions of Chinese medicine,the size of the scientific research institutions should be expanded as a main method,and the scientific research productivity and management level of the scientific research institutions should be improved as a supplement. |
