Beijing Cost Analysis Of Community Health Services And Compensation Study

Community Health Services (CHS) is the important component of reform and development of community health service system. It's the crucial guarantee to provide basic health services, to meet the increasing needs of health service and to improve people's health. It's the essential foundation of improving health reform and building up the health services system that adaptes the socialist market economic system.In recent years, community health services have been paid widely attention and developed quickly. Consequently, the reform of CHS agencies management and compensation mechanism is in full swing. At present, most of the Community Health Services Centers, which are under the health administrative department of Beijing, have carried out the management model of "Separating income and expenditure". But there are still a lot of spicific execution issues that have not been solved till now. For instance, how the government should provide the subsidies to the community health service agencies? There is no uniform standard for compensation in different districts and countries. The inclusion of funding for personnel, public expenditure items are also different. There is general guidline from Ministry of Finance and the Ministry of Health, but no specific and detailed instruction on the compensation mechanism for Community Health Services. There may be detailed instructions from the Finace Department of some districts and counties, but most of its budget standards are based on the fixed subsidies policy of administrative institution units, and it dosen't fit for community health services institutions. Therefore, there is deviation between the fixed subsidy and the actual expenditure, and there is not any ground for the fixed subsidy of expenditures.This research is under the support of the subject "Beijing community health service cost calculation research", based on the research on 14 community health service centers in Beijing. The dissertation, by means of questionnaire survey and expert interview, explores the situation of income, expenditure and compensation after the execution of "Separating income and expenditure" model, compares the variance of compensation policy in different districts of Beijing, analyses manpower cost, material cost and daily public cost of the Community Health Services in urban and suburb of Beijing, studies the exesisting problem after the execution of "Separating income and expenditure" model. The ultimate objective of this reaserch is to provide suggestion for the compensation of the Community Health Services cost, and seek the reasonable and practical ways to provide subsidy to Community Health Services centers.
