Study On The Effect Of Two Lines On Reasonable Control Of Health Costs

Objective: Throughout the development history of medicine,the rise of community health service is an inexorable law of health care development,health care is experiencing from the family to go to the hospital in the process of return to the community,which causes effective implementation of rationalization of the use of health resources.The development of community health service in China started late,and faced with insufficient government financial input.The maintenance of community health services through business income leads to a deviation from public welfare and high health costs.In order to alleviate the current situation of residents’ "difficulty in medical treatment and expensive medical treatment" and contain the unreasonable increase of health expense,it is necessary to explore the two lines of management of community health service revenue and expenditure.The change of health costs is controlled in this study by investigating the compensation mechanism of income and expenses implemented by the community health service institutions.And then analyze how the health cost is controlled by two line management approach of income and expenses and put forward the countermeasures for the problems emerging in the process of implementing two line management approach of income and expenses.Methods: The gini coefficient and lorentz curve is used to evaluate the development status of community health service institutions from 2005 to 2015,and to build a systematic model to describe the health costs of community health service institutions.The operation mechanism of the health cost system of community health service institutions was clarified by means of systematic dynamic feedback dynamic analysis.On the basis of that,general income and expenses two line management method as a new variable is introduced into the original community health service institutions health expenses system,which can qualitatively analyze the income and expenses controlled system effect on the health expenses of community health service institutions.After simulating and predicting the implementation of two line management methods,using the change trend of the health cost of community healthinstitutions to quantitatively prove the effect of the two lines.Conclusion: In view of the long-term shortage of government assistance affects community health service institutions of medical personnel,medical equipment,operation,medicine,and number of patients,which directly or indirectly promote health costs increase rapidly.Compensation mechanism of income and expenses by emphasizing the government guarantee responsibility,cutting off the profit chain,directly or indirectly acting on the community health service institutions of medical personnel,medical equipment,operation,medicine,and number of patients,which controls the phenomenons of the health expenditure growth within a reasonable range,effectively eliminates the "excessive medical treatment","medicine for the medical".The result of simulation shows that the community health service in the future period per capital expenditure leveled off,which is consistent with the results of qualitative analysis.Advice: On the basis of that the compensation mechanism of income and expenses effectively control the health cost,the government should strengthen financial support and balance the fairness and effect while implementing two line management approach of income and expenses.
