Hospital human resources are the most precious resources of the hospitals. They are the most dynamic health resources of the hospitals. The development of hospitals in the final analysis is the human resource development, which to some extent determines the hospital's medical quality,service quality and management quality, human resources management in public hospitals has become a hot topic in the field of development studies and research subjects. I analyze some prominent problems in human resource management of public hospitals in China depending on studying its literature review and human resources management status. The problems mainly including professional management in hospitals are small, the job skills training for medical personnel is lack, medical staff salaries are relatively low, the amount of the loss of junior medical staff is larger, the performance appraisal system is not complete, incentives to little effect when the employee will not work with a forward, the hospitals' distinguishing cultural system need to be improved. The dissertation puts forward some counermeasures according to problems mained above, which uses a combination of theory and practice of research methods and further explore the causes. The countermeasures are that: to fully understand the meaning human resources, to more attention to the personnel training development; to achieve professional hospital management to improve overall hospital management performance; improve the performance appraisal system, and to stimulate employee self-realization; improve the selection and employment mechanism, achieving organic counterparts with career together, a sound mechanism for medical staff training to upgrade skills of clinic services; improving access to hospital staff management, and lay the basis for hospital development; abide by the " people-oriented "concept, promoting the harmonious development of the hospital; build the hospital's advanced culture, and enhance the impetus of hospitals.
