The global economic development pattern has been changed from material-resource-centralized to human-resource-centralized. The knowledge-based economy requires the human resources management development to be higher, faster and stronger. China is a nation in which human resources is extremely rich. But for a long time, because China attached more importance on material resources development, human resources development is seriously inadequate. This always happens in each area in China nowadays. In health sector, as the hospital is a highly intelligence-intension unit, it should pay more attention on human resources management development. As public health institutions, the state-owned hospitals should solve the human resource development with urgency and importance. Solving the problem of the human resource management and development is the key to solve the human resources management and development of the whole public health systems. With the continuous development and reform of China's medical and health system and economic globalization, it is increasingly important for public hospitals to use scientific management. The key for the hospital, especially the state hospital, to keep competitive lies in whether have a number of high-quality personnel. Though we have made great progress during the years of human resource reform in health system, there are still some problems which hinder the long-turn development of public hospital at some extent. So, it is an emergent task to study the human resource management for the public hospital.YiYang Centual Hospital is the only third Grade first-class public hospital in YiYang city, so it is significant to make a research on its human resources management problems and countermeasures with the modern human resources management theory. This thesis is composed of four sections of content. The first part is exordium which mainly analyses the background and meaning, and puts forward the primary research content, method and innovation on the basis of introducing research findings both here and abroad of public hospitals human resources management. The second part gives a general overview of public hospitals human resources management theory which briefly states the definition, essential content, the difference between human resource management and traditional personnel management, the features and principle by which hospitals human resources management should abide and looks back its historical evolution. The third part analyses the human resources management condition and problems of YiYang Centual Hospital. The fourth part raises improved strategies.
