New Rural Cooperative Medical Fund Risk Early Warning System

At present, the new rural cooperative medical service fund has some risks. for example, the design of the compensation scheme is not reasonable, fixed hospitals medical expenditure are not reasonable and fund are diverted etc. Therefore, strengthening the early warning about fund risks, can solve fund risks,ensure the safe and effective fund operation and improve the level of management.This article focuses on the fund risks prevention issues of the new rural cooperative medical service, articles discusses the possible risk factors of the new rural cooperative medical service fund operation process, from the levy risk, payment risk, to the balance risk in detail. On the base, I build index system about the fund risks, and then use the basic principles to analyze the current early warning system, and put forward the basic thought of early warning system building. In connection with all the problems, I raise some reasonable propositions.Through the analysis about the new-style fund risk, we can understand the factors which initiate the risks from deeper layers; the building of index system combine measured indexes with non-measured indexes, which have the important meaning for early warning; the early warning system about the new rural cooperative medical service fund risk is proposed, provide the theoretical basis for the perfect building of system.
