China is making major progress in the cultural heritage field in 21 centruy. Considering large quantities of tangible and intangible cultural heritage, it is the present crux that how to protect them effectively. With the democratization of society, there comes a wave that citizen involve public affairs intensively. The thesis focus on the state of existence of Non- Government Organizations(NGO) in the cultural heritage field which is a new civil force to the protection of cultural heritage in China. The research reflects the degree of the democratization in cultural heritage area while it also broadens academics'horizon that use to take all effort on specific research.This project uses the methodology of the participant observation with the intensive interview to look in-depth at such NGOs'daily operation. The thesis presents the state of existence of NGOs—who always work in cultural heritage territory—by using detail specifics and case analysis, therefore, trying to present the ingnored group completely. In addition, social environment such as government policies, public opinions etc. would be discussed in the project in order to find other causes that affect the development of the topic.It is the conclusion that civil society is the basic means and motivation of the protection and inheritance of cultrual heritage. Mobilizing civil positivity on civic engagement of cultural heritage is the root of improvement of efficiency and quality of cultural heritage protection.
