For a long time, It?s few people?s privilege that could maintain safety when facing unexpected hazards. As the founding of modern social security sys- tern, all the people, at least most of them, could make their living no matter what contingency happens. Social security reduces unequality resulted by unex- pected accident, so the main facter that causes social distinction fades away. From president Rousevelt to Johnson, successive American Administrations en- acted social security laws. From these laws, we can see clearly of the advance- ments of our epoch and our society. This article focuces on the poverty problem of different stages in American history, and goven~ient?s countermeassure ?social security policy. The years of 30?s and 60?s are important periods of this policy?s emergence and develop- ment. Using comparasive meth~,the article will do some research and analyse the trend of thoug]~t,negative parts, and prospect of social security policy, so as to get some useful references. The article is divided into four parts. 梸. American抯 absolute and relative poverty problem. After the civil war, there existed hidden danger of poverty. The Great De-. pression make the problem more critical and obvious than ever. In the 1930?s, the poverty can be called absolute poverty,which makes people hard to live, and public security jeopardized. The harm embodies in visible and hidden aspects. ?-? Relative poverty refers to the concept when America caine into Affluent society. People no longer worry about their food and clothing, but not enough wealthy. Relative poverty relates to peoples?development. Relative poverty and absolute poverty are poverty of different characters. ..~Social security policy of Rousevelt and Johnson Administration In the 1930?s, people of all walks of life gave their own settlement to abso- lutepoverty. President Hoover, who limited himself to traditional thoughts, didn?t adopt effective measures. Rousevelt set up American?s welfare system. he enacted a series of laws on mature thoughts of social security. Till Johnson administration,America has stepped into affluent society. The overall economic situation has been very different from that of 1930?s, which make Johnson administration could thoroughly carry out social security policies. From the comparision of six ~pects,we can see Johnson administration抯 tran- scend to Rousevelt?s administration. .~The source of ideology of social security policy The formulation of social security policy was based on fixed trend of thought, which originated from Europe. British economist Arthor Ceil Pigout was honored as 揊ather of welfare economics From the founding of the nation,American Administration believes in lib- eralism economic theory all along,but successive Amrican administration do not grasp the theory thoroughly,so some mistakes was made, The Great Depression made a violent impact on traditional theory, thus a new epoch of economic poli- cy came into being.
