As society advances, education, especially knowledge-loaded education one has been more and more the main way in which quality for people in modern society comes into education of this type and the formation of that quality has tended to be seriously "materialized". This tendency directly leads to the ambiguity of people's idea on the relationship of the two. In face with the problems in the practice of education and people's ideological puzzle, this paper, from the point of view pf the history of human's development and logic, gives comparatively complete discussion and optimistic exploration on the relation of the two, from the angel of philosophy, pedagogy and the study of human being and their culture etc. hopefully, this paper will clarify people's ideological puzzle and lead today's education practice out of its predicament by the consciousness form theory.This paper falls into three parts. The first part is the philosophical reflection on the present situation of that education formation of that qualification. This part gives an overall examination and analysis of the background, the existing problems and reasons behind the problems for that education and the formation of that quality. The second part emphasizes on the causal analysis of the relationship of the two. It works out specific analysis a statement of the relationship in the rope that an objective and rational idea of that relationship can be produced on the base of clear-minded acknowledging of the problems in today's education practice. The analysis and statement in this part are progressed at three levels: knowledge-oriented education as the main way of the formation of quality for the people in the modern society; rational mode on that education by the should-be quality for the people in the modem society and the should-bequality in practice education. The third part focus on the exploration of the way for the unification of the knowledge-loaded education and the should-be quality formation for the modern Chinese people in the practice. This part from the angle of time, the objective condition under which to realize the unification of the two. After that by redefining the value of knowledge-loaded education and by the modern shifting of education notion, the way to the unification of the two is explored in a specific manner.
