In the Chinese Philosophy, the inactive and active is one of basic ideas. It contains three aspects: divided and undivided lines, odd and even numbers, Yin and Yang. They derive from primitive thinking about one dividing into two. I comb out the course of history developing from the primitive thinking to divided and undivided lines, then to odd and even numbers, and then to Yin and Yang. I draw a conclusion from the course that the concept of the inactive and active derives from the primitive thinking of two opposing extremes. Importantly, I hold that Cultural Fusion need two prerequisites: the freedom and internal pressures. At last, I analyze the characteristic of Chinese culture and hold that freedom and democracy can bring about a great advance in scientific researches.
