Different historical periods bring out different cultural and historical conformations, which are the outcomes of the combination of the internal factor, arts and literature, and the external factor, the media. With the development of media, the forms of arts and literature progress accordingly, demonstrating a permanently advancing trend of cultural development. Media develop following the sequence from oral language to characters, and then eventually to electronic media. Being one kind of language, electronic media is both the combination and innovation of various languages, symbolizing the aesthetical rules in the post-modern world of merchandise. Accordingly, picture culture has also become the historical choice of the electronic-media era, and turned into a updated and controversial correlated subject.This thesis attempts to illustrate the relationship between the way of media and cultural languages, analyzing the media's creatively decisive role to arts and culture. Focusing on e-media's decomposition and composition of modem culture, this thesis also discusses the motive, essence and developmental logics of "picture turn". Picture is the image outside vision, a liberation of the visual sense and a aspiration of the eminence. Picture culture is an independent category, being a branch of the popular culture. It depends on our interpretation that whether picture is the duplication the real world or the actual formation of ideas."Picture culture" represents contemporary culture. This thesis reviews such aspects as the history of media development, the language features in media, the relationship between media and culture, the connotation and implication of picture, and the interpretation and acceptance of picture. Additionally, this thesis serves as a clarification of the position of picture culture, as an introduction to the historical logics of arts and culture development and as a hypothesis on the historical prospect of cultural language.
