From the spirit of revolt and the writing experience about new urban culture and different culture tradition between China and Western world, the paper concentrate on comparing "the Decadent-Aestheticism" of England and French with "theNeo-Perceptionists of Shanghai" , and make great efforts to illustrate that although the two trends of thought in literature and art were aroused by the spirit of revolt and the writing experience about confusing new urban scenes, their tremendous contrast should be put in individual culture tradition to be analyzed. In the first section, the general developing courses of "the Decadent Aestheticism" of England and French and "the Neo-Perceptionists of Shanghai" have been reviewed. By the comparison, we can get a conclusion that they had different appearances and results, but they both rose from the spirit trend of revolt. In the fallowing part, I choose "the writing in new urban culture" as the cross section in order to illustrate the differences of "the Decadent-Aestheticism" of England and French and "the Neo-Perceptionists of Shanghai" in essence. The comparison of the works of Baudelaire and Mu shiying tells us that two writers had thoroughly different attitude facing the new urban scenes. By following text comparison, we can know that Baudelaire looked like a "Flaneur" defined by Water Benjamin, nevertheless Mu shiying should be called "Pierrot" which could often be hurt by analysis and could not do something. Finally, the paper reveals that the reason why "the Decadent-Aestheticism" could not take root in China need be found in individual culture tradition.
