.60 's On South Korea's Development Assistance Policy

Since the midst of 1950's, under the setting of cold war, U.S. and USSR begin to seize developing countries. After Kennedy taking power, he advocates providing assistance policy for developing countries, which is an important part of Peace Strategy of Kennedy. This policy transfers its priority to economic aid, instead of martial ones ever before.In the early of 60's, Development assistance policy to ROK has been put into effect. The implement of this policy is of great importance for solidifying strongpoint in the Northeast Asia.Development assistance policy consists of three points as follows. First of all, in the early of 1960s, U.S. offered the capital assistance and technology assistance in order to prompt the economic evolution and industrialization of ROK. Secondly, since the midst of 1960s, owing to the Vietnam War, U.S. appropriates most of its funds to Vietnam; in addition, U.S. begins to alter its assistance emphasis to South America. Therefore in this period U.S. has been trying to encourage Japan to participate the assistance plan to ROK. Thirdly, in the late of 1960's, the development assistance policy is symbolized with direct assistance as well as indirect ones. During the Vietnam War, ROK is firm in supporting U.S. by dispatching more than fourteen thousand soldiers to Vietnam. Considering the contribution of it, U.S. does not lessen the assistance to ROK as a whole at this time.The thesis aims at retracing how U.S.'s development assistance policy comes into being and what role it has played in promoting the industrialization of ROK. With this revealing research, the thesis is helpful for readers to learn better U.S.' strategy toward ROK and East Asia in the 1960's.
