"The Enterprise for the Americas Initiative" (which was abbreviated for EAI) was the American economic integration initiative that president George Bush put forward, whose core was to build the American economic circle. It was the badge that U.S. changed its policy toward Latin America, which made the basic program for U.S.-Latin American relations after the Cold War. It played an important role in U.S.-Latin American relations. There are six parts in this essay.The first part discussed the putting forward of the Enterprise for the Americas Initiative1823-1898 is the phrase that U.S. hegemony policy toward Latin America was established. During this period, U.S. used military expansion to exclude Spanish and Portugal that was in America in order to defend the security of Western hemisphere in which America was the core.1898-1945 was the phrase that U. S. established its hegemony in Latin America. U.S. adopted the Big Stick Policy, the Dollar Policy, and the Good Neighbors Policy in the following. All these policies were the exertion and development of the Monroe Doctrine. During this period, U.S. mainly used the foreign policies of mil itary expansion and economic penetration to exclude the colonial countries of England and France and established its hegemony in the western hemisphere in order to secure its security.1945-1990 was the phrase that U. S. hegemony in Latin America from the highest power to declination. U.S. policy toward Latin America mainly used the policy of military expansion, economic penetration and human rights to prevent the communism penetration in Latin America in order to prevent the Soviet communism from intruding Americas. And it brought its policy toward Latin America into the two-polar orbit.Thus, before the end of the Cold War, U.S. policy toward Latin America was to prevent others from intruding Latin America to secure its hegemony in the western hemisphere.The second part discussed the putting forward and the exertion of EAI.EM was the American economic integration initiative, which was put Forward by president Bush. Its three polars: trade investment and debt covered the main content of U.S. -Latin American relations after the Cold War and made the basic program for U.S.-Latin American relations.Most of Latin American countries applauded EAI and they turned the attitude from opposing America to cooperating with America in the economic integration reform.Bush carried out EAI activly and the North American Free Trade Agreement was arrived. This attained the first step of building the American economic circle. Clinton pushed the cause of American economic integration deeply. The North American Free Trade Agreement got into effect in 1994. At the same time, he convened the American Summit meeting three times which established the fixed number of the year to build up the American economic circle and made roads for the economic integration in organization. George W. Bush pushed the Western hemisphere economic cooperation. He put it in the first place. From this we can see that EAI made the foundation for the U. S.-Latin American relations after the Cold War.The third part discussed the causes of the changes in American Policy toward Latin America after the Cold War from EAI.The world situation after the Cold War urged America to change its policy toward Latin America.The problem of development was more apparent after the cold War. The particularity of Latin America to U. S. was apparent. The declination of the Latin American world role caused by the ten years' debt crisis and the regionalization made Latin America have the tense crisis sense. Thus, they changed the hostile attitude toward U.S. and responded actively to EAI. And the regionalization in this area, the reform in free economy and multi-foreign policy freely made the preparation for the American economic integration in some sense. The Cold War ended. The situation of one super and many powers formed. The progress of integration and regionalization quickened. All these made U. S. change its policy toward Latin...
