Both the Palestine Liberation Organization and the Soviet Union were key roles in Arab-Israel conflict, so it's very significant to make a thorough inquiry of the bilateral relations.The Soviet -PLO relation experienced three periods from the founding of the PLO to dissolution of the Soviet Union. In the first period(1964-1970): the bilateral relations made slow progress because the strategic aims and form of struggle of PLO were clearly different from the Soviet's and the Egypt was the center of the Soviet's Middle East policy. In the second period(1970-1980): the bilateral relations developed rapidly because the Soviet did its best to draw the PLO to its side which had lost Egypt but was eager to attend the Genevese Conference and The PLO had to adjust its policy after a series of failure at the same time , which had established the foundation of the better bilateral relations. In the third period(1980-1991): the Soviet-Palestine relation deteriorated steadily because the Soviet had lost his supper-power position and had to change its Middle East policy. The relation come to an end when the Soviet clapsed at last.We can get some conclusions from the changes of the Soviet-Palestine relation in thirty years. First, the Soviet Union was the key factor to decide the direction of the bilateral relations. Second, the bilateral relations of government and politic were the major form of the Soviet-Palestine relation. Third, the changes of international situation was the motivation of the bilateral relations. Fourth, the Soviet was a key factor in the Middle East peace progress.
