The Chinese language quality of the students in high vocational school and colleges is one the basic qualities which are vital to them in their future work, but fails to catch our attention. Nowadays we are advancing full-fledged character education, therefore we can sat it is of great value and significant for us to keep abreast of current situation of high vocational students in the Chinese language learning ,and then seek a effective way --the Proficiency Test of Chinese Language to enhance their quality in the Chinese language education. Firstly, the paper presents the theoretical basis of the Proficient Test of the Chinese language in the high vocational colleges through comprehensive description of the documents, comparative study, and the integration of theories and practice and so on. In the research the author uses the national and international theories of educational evaluation as reference, centering on the implication of Chinese educational evaluation and the correlation between Chinese tests and the evaluation of Chinese education. Secondly, the necessity, the principles, the contents and the forms of the Proficiency Test of the Chinese Language in the high vocational colleges are discussed by means of analyzing the present situation of the Chinese language education and the Chinese level of the students in the high vocational colleges, consulting the Act Test of America, the National Proficient Test of the Vocational Chinese Language and the Proficiency Test of the Chinese Language in the Technical University of Northeast China and the other colleges and universities. Finally, the paper aims to draw attention to the Chinese language education in high vocational colleges through a deep thinking of the Proficiency Test of the Chinese Language, because in the high vocational schools and colleges of our country we are far behind the times in the study of the theories and practice of Chinese educational evaluation which needs great attention.
