The thesis aims to explore the entire cultural funding network of the United States, striving for the details to portray the operating mechanism of U.S. cultural funding scheme. It puts forward several proposals for improving our country's cultural funding on the basis of China's situation. The thesis contains three parts: the preface introduces the background and value of this study, as well as the current states of overseas and domestic related studies. Chapter One to Chapter Five discuss the cultural funding system of the United States, including three aspects, namely the public fund of U.S. government, the cultural donation from private sectors and the laws and policies concerning cultural funding. Further, it takes New York City as example for case study. Through analysis, it clarifies the decentralization, diversity and dynamism of U.S. cultural funding system, and uncovers U.S. government's basic thoughts to support culture—namely that the government do not operate cultural institutions or facilities, but foster and support nonprofit arts organizations(NPAO), using incentive grants to encourage the donations from philanthropy organizations, corporations and individuals to maximize the supports. Chapter Six reviews the history and status quo of China cultural funding policy, addresses the superiorities and shortages of China's current cultural funding system, and provides some suggestions building on the analysis of U.S. cultural funding system, composed of innovation of government supporting mechanism, improvement of funding efficiency, and exploitation of supporting channels of NPOs and social capitals.
