System ethics is not only an important part of western modern paternalism but also of Marxism, and there are many differences for the scholars of our country to understand the meaning of system ethics. The author think that system ethics is the unity of institutionalized ethics dimensionality and ethical system dimensionality, that is the integration of ethics institutionalized or standard, and of ethical evaluation on system. Simultaneously the existence and development of system ethics have theoretical foundations, and they are the uniform of the natural attribute and social attribute for man and uniform of self-discipline and heteronomy for ethics.Although China's made great success on ethics since our reform and opening up, but there still exist wide range of problems in the field of social ethics. Through the analysis of its causes, we can find: the construction of System ethics for solving the existing ethical ethics issues is very necessary.The construction of system ethics of our country must meet the justice evaluation principle, which means: when arrange the system, we should coordinate rights and obligations, and achieve equal on them, which is the fundamental principle of justice on system; we should carry out coordinate efficiency and impartial, which is the perfect choice of justice evaluation principle ; we should coordinate social order and free of man to realize the harmony of society, which is the goal of justice on system; we should adhere to the equitable principle for the overall social structure in socialist market economy, which is the most important evaluation proposal for choice of justice on system.And under the guidance of the "justice" evaluation principle, there are fundamental ways to for the construction of system ethics: upgrade the democratic political system, and build the bottom line ethics, and robust the mechanism of ethics reward and punishment, and improve the system for the social ensure system and the compensation on benefits, and improve the system for property right and credit.
