Fourth Constitution And The Founding Of The Early Building Of Democratic Politics

As the first fundamental constitution drawn up by Chinese people who independently exercised their right in the history of development of Chinese constitution, the issue of the Constitution of 1954 turned a new page of Chinese people being their own master in Chinese history and laid a solid foundation for the framework of Chinese constitutional and political system. The birth and fate of the Constitution of 1954 was closely linked to the democratic construction during the beginning period of founding of new China, which laid the groundwork and created favorable environment for the making of the Constitution. The implementation of the Constitution as well pushed effectively upon the continuing development of the democratic construction over that specific period. However, the Constitution was later lashed by the rule of men and legal nihilism and then suspended and gradually stepped on the wane, at the mean time, the democratic construction was seriously off the track.It's of great significance to sum up the experiences from making and implementing of the Constitution of 1954 and to figure out the good practice and bad lessons so as to help build a well-off society comprehensively, develop the socialist democracy, establish a fine political culture and improve the whole ability of forming a harmonious socialist society.
