At the beginning of the founding of China, a climax of overseas intellectuals' coming back was formed, as a large number of overseas intellectuals abandoned the prime living and working conditions abroad to return for devoting themselves to the construction of new China. Focusing on overseas intellectuals, this paper explores before and after the founding of new China these intellectuals' mentality change and tough choice to stay or return. Meanwhile, the CCP was determined to build China into a socialist country and in urgent need of these overseas intellectuals, but suffered a fear that their bourgeois democracy and freethinking would play a destabilizing role in the construction. This paper studies how the CCP win them back for the China's construction in such a dilemma. After returning these overseas intellectuals contributed enormously to China's construction. The lessons of the CCP's measures provide us some reference in terms of attracting and bringing in talented people. This paper is divided into four chapters:Chapter 1: The numbers of overseas intellectuals, the majors they learned and the country they stayed were collected. In addition, the paper analyzes overseas intellectuals' attitudes towards the establishment of new China: one was full of hope on the CCP after hearing news of the establishment of the motherland, another was waiting-and-seeing and skeptical, and the last one was staying abroad. At the beginning of the founding of China, a climax of overseas intellectuals' coming back was formed, thus this paper analyzes the reasons for the surge.Chapter 2: This paper analyzes at the beginning of the founding of China, in the process of bringing in overseas intellectuals back, the difficulties the CCP were facing and the corresponding policies the CCP formulated. The CCP set up a special body to deal with the matters on the returning of overseas intellectuals and did a series of work, such as the government and its opinion-oriented news media campaigns and public publicity, gathering a large number of overseas intellectuals through progressive organizations to publicize the party's policies, making a group of scientists detained unreasonably by the United States come back through diplomatic efforts and giving utmost care to the returning overseas intellectuals.Chapter 3: The CCP's work had effectiveness. A large number of overseas intellectuals returned to work and became precious human resources for the socialist construction, in particular for extremely backward scientific and technological fields. Meanwhile, the returning of the overseas intellectuals was conducive to the establishment of a new image of People's Republic of China.Chapter 4: The paper summarizes the CCP's experience in taking back the overseas intellectuals at the beginning of the founding of China. The historical experience includes attaching great importance to the important role of knowledge and talents in the socialist construction, using patriotism as the cohesion to attract a large number of talents and giving utmost care to overseas intellectuals, which provides us some reference in terms of attracting and bringing in talented people. |
