Mencius spoke highly of and inherited K' ung Tzu . He suggested Humanheartedness Politics focusesd on Minben during the period of the Warring States , in order to end the wars , rebuild the social orders and carried out a united nation finally . The theory about Humanheartedness Politics , emphasized the rulers and subjects must care for the people based on the human relationships and the moral principles . That is to say , the state is a moral institution and the head of the state should be a moral leader . This theory proposed a series of means to get over social conflicts. This theory based on the history and the reality , the Tao about Heaven , the Tao about Man and the laws about history , and based on the Goodness of Human Nature directly . It had a group of thoughts about governing a state . Though the theory neglected the function of war , it was ideal , and it could not change the political system entirely , it benefited a lot for the people' s life and helped the society develop well . It is the most advancing and perennial thought among traditional culture of ancient China.
