This article holds local officials and their administration in Jingzhou as the research objects. It has five parts. The first part is on setup of local officials in Han Dynasty. Second part analyses the local officials and their native place distribution through history record and archaeology materials. The third part discusses the characteristics of official's selection and appointment, mainly displays in the following eight aspects: 1, CiShi were all aliens; 2, Prefecture officials were mostly people from ZhongYuan; 3, People from ZhongYuan and autochthones governed counties together; 4, Native-born officials increased gradually; 5, Minority areas mainly relied on native-born officials and minority leaders; 6, Native-born officials were from different areas in JingZhou; 7, Some native-born officials were from local influential and powerful families; 8, Subordinate officials of Zhou(province), prefecture and county were native-born officials.The forth part analyses the causation of appointments of local officials in Jingzhou, mainly about its intention that prevented the collusion between official and local power, the need of enforcement of centralization, harmonizing the national relationship and the imbalance in the development of politics, economy, culture. Finally, this thesis discusses the local officials in Jingzhou and their managements, and analyses the promotion and problems of their managements through politics, economy, culture, national relationships and other aspects.
