In the period of 1928-1945, Shaanxi disasters occurred very frequently and seriously. These disasters shared many common characteristics, such as the coexistence of diversity and universality, the strikingness of its frequency and group occurrence, and the correlation with other neighbor provinces, and so on .The occurrence of Shaanxi famines were not only the results of bad natural environment and the damage of the entironment of the time, but also the oppressive taxes, the war devastation and political corruption which aggravated the famine at the same time. The famines not only resulted in the population drop and physical decline, but greatly impacted the traditional ethics and people's minds, even had done immense damage to agricultural production, and eventually caused the decline and bankruptcy of rural economy.Facing the serious famines, the Nanjing Government and the CPC government both carried out active disaster-relieving measurements. The Nanjing government adopted a series of relief measures, and established a relative perfect system of disaster-relieving management. But the effect was little because of certain limitations of the time. The government of Shaanxi-Gansu-Ningxia border area got material effect through paying attention to the actual effect, implementing combined methods of preventing and relieving disasters in the meantime, and making innovations in the disaster-relieving system. Based on the summarization of Shaanxi disaster-relieving, we can obtain much effect experience in managing the present environment and entironment problems.
