Public Participation In Ecological And Environmental Protection Ethics Inquiry

From the beginning, public participation is the important source of world environmental protection. What's more, public participation is the fundamental impetus of the rapid development of world environmental protection. Environmental issues not only concern the benefits of everybody own, but also intimately correlate with the philosophy and behavior of everyone. The people of every country must act together to protect the environment of world. So we can create the beautiful future of human society.Comrade Deng xiao ping first proposed that China should legislate environmental protection law in 1978. In 1982, chinese government writed"Country protect and improve living environment and ecological environment, avert and harness pollution and other hazards"in constitution. Central government improved environmental protection as"fundamental national policy"in 1984. China established"sustainable development strategy"in 1994. Chinese criminal law added"crime of destroy environmental resources protection"in 1997. In 2003, Chinese central government expounded holistic, harmonious and sustainable conception of scientific development. Environmental protection became more and more important. Why? Because environmental pollution and ecological destruction of China became more and more serious, because Chinese people are dissatisfied for these pollution and destruction more and more,because the velocity of destruction is fast but the speed of harness is slow. Why? There are many reasons. For example, dense population and overpopulation, deprivation of resources, environmental capability too low, backward styles of production and consumption,and so on. And there is a most important reason, that is the extent of Public participation too low.The foremost impetus of world environmental protection came from public. No public participation no environmental protection movement. The exhaustive achievement of environmental protection and natural balance are not only dependent on efficient government and high civil timber,but also dependent on democratic and constitutional mechanism of public participation. We regard holistic, harmonious and sustainable conception of scientific development not only put environmental protection in most important position, but also provide political indemnity for public participation.In terms of environmental ethics, this paper discusses that promoting public participation of environmental protection should proceed in so many ways.
