Social relief was an important component of social security. In the world, England was the first country which established modern social security system. Research on the British social security system with Chinese characteristics in the process of establishing a social security system is an important reference. Meanwhile, social relief network was also conducive to social harmony. This paper was divided into four chapters on the issues discussed.The first chapter elaborated the goals and the significance which this article studied and domestic and foreign introduced the recent years to this topic research survey.The second chapter deals with the background of the British social relief, including natural, economic and social environment. The British special historical background provided the necessity and possibility for social relief's existence.The third chapter, which discussed a variety of factors for vulnerable groups and social development of positive significance and limitations, was the focus of this paper.The fourth chapter examines the economic and social impact of environmental changes on social relief, and thus reveals the changes of legal mechanisms.The epilogue part summed up the whole thesis.
