Rome Province was a product of historical development, it also developed and changed with the changes of history. Similarly, the Rome Province policy was not static and perfect, it also developed gradually with the changes of times. Rome expanded quickly and disorderly, therefore, Rome conquered regions without a series of pre-designed good policies for adoption, in addition, Roman Republic was primal and simple, all these made confusion and all kinds of maladies of Rome Province management. To sum up, the Rome Republic Province management mainly had shortcomings as follows: First, it did not form a complete boundary concept, so there was no systematic and institutionalized Province management. Second, there was no professional soldiers stationed at the border and Province,"generals had no permanent soldiers, soldiers also had no permanent generals". Third, the lack of scientific appointment by Province Governors often made incapable power generation master Provinces. Fourth, the lack of central government's control about overseas agents resulted in a series of criminal cases. Fifth, there was no professional official to manage finance. Sixth, the stations between Provinces and Italy were different.The abuses of Province management of Republican period brought a negative impact. Thus, Augustus carried out a bold reform of Republican period Province management, mainly adjusted and improved the management which inadequate of the Republican period Province, reformed the institutions and mechanisms of the system, established a more comprehensive management system in Provinces. This was mainly manifested in the following aspects: First, it formed a clear national borders, carved up the Provinces on the whole. Second, a standing army stationed at the border and Provinces. Third, it had a strict accordance with the grade promotion, and selected qualified Governors. Fourth, he strengthened the monitoring of overseas agents. Fifth, the national public officers were set. Sixth, narrowed the gap between Italy and Provinces through the Roman movement.Through Augustus' reforms of the Republican period Province policy, the reformed Province policy improved the Rome Province management system, basically ended the chaotic situation of the Republican era Province management, and laid the basement of Rome Province management system. These caused an incalculable impact to Provinces and the entire empire: First, strengthened the control of the Mediterranean world, and safeguarded the stability of the empire. Second, restorated and developed the economy of Provinces. Third, promoted the Provinces' urban sports and Autonomy Movement. Fourth, expansed the rule base, facilitated the democratization of the empire's rule. Fifth, standardized the rule of Provinces of the empire. Sixth, accelerated the Provinces' Romelization. In short, Augustus period Province policy ensured the Rome countries to establish a relatively solid rule in the Mediterranean region, strengthened the management and control of the central government, promoted the process of urbanization of the empire, accelerated the pace of building of Western Provinces' civilization, advanced the economic and cultural exchanges among all the nations in empire. Augustus Province policy played a tremendous role in the development of Roman history, European history and world history.
